EEA PR - Application Decided but Envelope return back to Home Office by mistake. Pls Help

Hi,
Following are the details:
Applied for PR for my wife (EU national) and I am non-eu family member (husband). Both cases has been decided last week.
I have received my BRP last wednesday and was waiting for passports and documents to be returned. There was an A4 size envelope on my wife name came last friday but new tenant in the house didn't recoginsed my wife's name and gave back to postman which he sent back to home office same day. I met him yesterday and he told me about this. Today I went to local post office to ask whether they still have this envelope but staff said they have posted it back to home office with marked "refused" or "unknown".
I call home office today, briefed them what happened, lady advisor suggested me to write a letter to Permanent Migration Team, in Liverpool L3 9PP and requested them to re arrange delivery. Lady said this is the only way to get your documents back, she couldn't provide any details about this returned envelope.
Does any one know any other quick way to contact home office (phone or online) to get undelivered post back on the same address ?
