EU residency documents returned- what it means?

I recently only got my documents returned since about 3 days ago( as I am away on holiday my friend told me about it ). I had applied for permanent residency as EU national as a single application based on 5 years exercising treaty rights.
MY PR card has not arrived what does this mean?
also on the check your status visa website, it says ' reference number not recognised'. 3 days ago it was saying ' awaiting decision' and now is not recognised. my number starts with 22 ( it's a case ID number they had given me by email).
I am really worried as I am on holiday and not sure what this means. is this a good or bad sign that I got my documents back with no PR card and my status is not recognising my reference number?
