Non EU EEA FM Biometrics in advance

Hi,
I am applying for Residence Card as Non EU along with my EU husband EEA QP Registration certificate application.
Is there any way for Non EU FM to give biometrics before getting the biometry appointment letter?
Can i use premium center?
