EEA 4 PR documents. Please help

Hi
Just about to submit EEA PR joint application for eea & non eea family member tomorrow, and need guidance from experts.
EEA national's
Sending , Passport, 6 P60 ( Annex H)
2 different utility bills & 2 bank statements/ year + council tax bill
NON EEA national ,
Marriage certificate, passport , 2 bank statements/ year and counciltax bill ( joint bill with EEA sponser)
We dont have Tenacy agreement / letter from employers etc . As Annex-H just says P60s ( not employer letter or payslips if have p60s)
Will above mentioned documents be sufficient for successful application ? Or Tenacy agreement is neccessary ?
Also ,
Do we have to send payslips as proof EEA national is still exercising treaty rights ? Payslips for period after 6 P60s ?
