I have a Dutch passport living in uk and working as self employed, my wife and soon are living in Iraq for time been they have Iraqi passport, can I apply for visa for them to join me in uk and live here with me? and if it's possible what are the requirements?

Yes it is possible. You need an EEA Family permit.
