REFUSED RESIDENCY CARD AFTER LOOSING MY OLD ONE

Dear Members,
i would like some valuable advise please .
I have been accepted for 5 years Residency Card as a family member of a european citizen and this after exercising treaty rights in a European country
my card was valid since 2015 till 2020,
In January 2017 i got robbed , the thief took my wallet where my residency card was , so i reapplied for a new one and after 6 months of wait i got refused even though i sent them a copy of the previous residency card and a police report , the reason was because my wife is not working now in the UK as she has disability, and i'm her career .
i was reading alot and some how i found that maybe case EIND will be helful for me.
so could anyone please guide me and help me , as i'm devastated , and don't know what to do , my wife can't work and apparently i'm not longer a family member.

Is your wife a non-UK EEA citizen or is she a British citizen?

If the former, what is her work and residence history in the UK? How long has she worked continuously in the UK? What kind of disability does she have? How long has she had it for?

My wife is British Citizen ,
She worked in a European country , where we exercised treaty rights prior to return back to the UK on May 2015, , i also have been accepted as a EU family Member.
my wife did not work in the UK since we returned back but i still got the RC , i reapplied with same documents that i used first time where i have been granted my first UK RC but got refused.
i have an autistic step son that my wife used to care for , so she used to be a carer .
