Which route to take to settle permanently?

Hello, I am trying to help someone who I thought was in the same position as me, and as I just got my PR thought I could help but their case is slightly different:
She is European, used to work but stopped due to an accident, then got pregnant and quite ill (was hospitalised). Husband non-EU national, received the 5 year EEA spouse card last November. He is unable to find a job, they do not claim any benefit because they think they will not get their PR / citizenship later. They live in poor conditions, so I want to clarify:
1. What can she do now (pregnant and ill) to make sure she is exercising her treaty rights?
2. Is it too late to go back to where she used to work to try to get maternity or any other help she can get from there?
3. She told me that her mother holds a British passport.
What is the best way for them to settle their status:
a) applying for naturalisation for her and then for her husband? I guess it would take longer and cost a lot...
b) applying for Permanent Residence ASAP for both of them?
c) she mentioned it is quite easy to get French passport for her husband (She is French) but she did not start to process... but would it be helpful now that the UK is leaving the EU?
