Info about eea permit

Hi I am British living and working in Spain since last year November got house pemenent recidency in Spain bank account health care etc applied my non Eu wife visa March this year still pending given all relevant documents they haven’t replied made complaint to solvit no help got good job in first liked the country but now getting fed up no law no1 listens simple answer no English my question is if I do get visa for my wife she come join me can I direct apply her eea permit from Spain to come back to UK as she will have Schengen visa or even without that if we come bak to UK via Ireland together as no immigration on Dublin to Belfast and and apply it in UK as I have all the proofs that I have done my treaty rites of free movement thanx

Your post is very difficult to read without any punctuation.
How have you managed to qualify for permanent residence in Spain? This takes 5 years.

Residence card they issued me doesn’t have any expire date just issu date so what dose that mean it’s a green card with no photo just my name and address on it

That is just the Spanish equivalent of a registration certificate. It should say something along the lines of: "Certificado de Registro de Ciudadano de la Union". It acknowledges that you have registered as an EU citizen in Spain. It is definitely not a permanent residency card, but rather the equivalent of a "registration certificate" in the UK.
In order to have your non-eu wife come over to Spain, you can either travel into Spain together using treaty rights, or she can come over by herself if she can prove that you are exercising your treaty rights in Spain, and that you are married—this will require an apostilled copy of your marriage certificate, translated into Spanish & a copy of your work contract.
Alternatively she could also come in as a tourist and you can apply for the "Tarjeta de residencia de familiar de ciudadano de la Unión"

This is the residency card for EEA family members. I believe current processing times are around 4 months.

yes atessted copy of marriage certificate was given with the application of visa to join me in Spain and my work contract along with my padron and house contract

I think we're all struggling a little bit. Can you answer the following question:
Do you plan to stay in Spain, or are you looking to return to the UK with your wife?
If you are looking to return to the UK, you're looking for more information on the Surinder Singh route. There should be extra information in the FAQ. Crucially, you'd have to live together with your wife in another EU country for at least 3 months. This could be in Spain if she joins you there. At this point you'd be able to apply for a family permit from Spain.
If you plan to stay in Spain, she'd require a residency card in Spain.

I want to return back to UK with my wife my question is if we enter in Uk via Ireland would I be able to apply wife’s eea permit here in uk?

Why would you need to enter Ireland if your intention is to settle in the UK?

In that case you'd definitely need to have lived with your wife in Spain, and you're looking to apply under the Surinder Singh route:

She would have to live with you in Spain for a few months before you return to the UK. (But according to the FAQ does not strictly need a residency card there)

Dose the brexit will effect us I mean do we have to return b4 March next year or we can do after that too?
