EEA permit (extended family member) - evidence from EEA sponsor

Hope you guys can help me clarify a question regarding the supporting evidence required for a family permit application for an extended family member. If the EEA sponsor in the UK already has an EEA document certifying permanent residence, do they still need to submit evidence to show they are excercising treaty rights? It's not really clear on the application form.

In actual fact and as a matter of law, if the EEA national has PR status or a documents certifying the existence of that status, then there is no need to provide evidence of the person current employment. However ECO tend to refuse such applications due to stupidity and poor training, therefore it make sense to provide it if it is available.
