eea2 application

hello all..i applied for eea resident card,
after 6months of recieving my passports and other documents, ater several calls, i got my passport and my partners passport back but we were shocked to find out that mine has no resident card issued or endorsed on it. no refusal wording or approval wording. simply no letter from them. all the documents we sent were sent back to us except our pictures was missing dat we sent initially with d application,
pls is this normal?
