HELP!!!!

Hi,everyone:
we need help about how to apply for the Citizenship, I am German, and start working in England since 2006, and my fiancée is Chinese, and also work in England, and under the tier2 visa until 2012.02, we plan to get married first, then apply for the Citizenship as a couple. how should we do it?
should we first apply COA, then marriage certification, then Citizenship? we are really confused now?
Need some advice about how to start it?

When did your fiance first enter UK and under which immigration category? Has he/she been living in the UK since this date?

she enter Uk at 2006 as well, but as a student first, now she is working under the tier2!!

1. Apply for COA
2. Upon approval, register marriage in the UK.
3. Apply for Family member resident card for your wife.
4. Apply for permanent residence (self) when you complete 5 years stay in the UK and fulfil associated eligibility criteria.

Please wait for response(s) from other members regarding PR eligibility for a no-EEA family member of EU/EEA citizen.

Non EEA spouse will attain PR 5 years from the date of marriage to a EU national or 5 years from start of joint residence provided that they have been residing in that member state in accordance with the EU regulations.

So to illustrate: If OP and partner marry in Nov. 2010, non-EEA spouse will automatically attain PR in Nov. 2015 under EU rules provided EU national remains a 'qualified person'.
