EEA Family Permit or a settlement for sister-in-law?

Hi all,
I am EEA national and my wife has RC. We are married for more than 8 years now. We both have a full time job. NOw, we are planning to sponsor my wife's youngest sister to come and live with us here in the UK, we both decided it recently, she is 27 years old unmarried. What is the best visa that is fit for her application? A settlement Visa or EEA family Permit? We are confused, we dont want to make any mistakes in this situation. Seven years ago one of her friend invited her for a visit but was refused her visa, since then she never tried to apply again. Is this thing can affect her application as she was denied before?
