I am German and living and working here in the UK. My parents are none EEA and I applied for a residence card for them.
They recieved the residence card without me having to proof that they are dependent on me. Is this normal?

You mother has received her Residence Card already. Thats amazing. I take it she applied for EEA family permit then.

I must say it is rare or not in accordance with the law for a dependant family member in the ascending line to be issued with Residence Card without proof of dependency. Except the lived in you household in another country before coming to the UK
