TB Screening required : Does it effects Visa holders

Please help me,
My wife got settlement visa recently and she is about
to fly from INDIA to UK this month end.
1. The new TB Screening rules from 16 aug 2012, does it effects the people who already got the visa and are about to travel to UK from INDIA ?
