Applying for a NINo *without* EEA2 - possible?

Folks,
Can an application for a National Insurance Number be made by a person with a right of residence in the UK under the EEA regs but who has not applied for (and does not intend to apply for) a residence card?

Yes, but expect frustration! You need to prove the Treaty rights by other means, which could be more difficult to prove in the case of extended family members, need to evidence relationship to EEA national and dependency/membership of the household. If all fails refer to the directive -
Article 25
General provisions concerning residence documents
1. Possession of a registration certificate as referred to in Article 8, of a document certifying
permanent residence, of a certificate attesting submission of an application for a family member
residence card, of a residence card or of a permanent residence card, may under no circumstances
be made a precondition for the exercise of a right or the completion of an administrative formality,
as entitlement to rights may be attested by any other means of proof.
