Would you be able to advise if we can switch T1 exceptional talent dependent visa to T2 general ? If yes, will that push to reset the applicant's current stay period eligibility to apply ILR permit. Applicant have been in the country for nearly 2+ years as T1 ET dependent.

You cannot 'switch' within the UK. You have to apply for Tier 2 from your home country.

Yes, the clock resets to zero. You cannot combine PBS dependent time with PBS main visa holder time for ILR based on 5 years residence.

Applicant have been in the country for nearly 2+ years as T1 ET dependent.

That time will be lost for ILR based on 5 years residence.
