spouse visa: savings related question

Hello all,
Appreciate all the help so far.

In the VAF4A form where it asks if sponsor has savings. Can an account balance of £1000 + be classed as savings under this circumstance or they're looking for account balance in excess of £2000 - 3000?

And then, where its asked to "provide full details". What is expected here?
