spouse visa - where to apply

I am a recently naturalized British citizen of Indian origin. I will be marrying an Indian citizen in India this month.

She has lived in UAE for studies(when we met) and work for the last four years.

Should she apply for her spouse visa in UAE or India?

Either, if she has legal residence in UAE.
