Unemployed, with no financial ties and living with parents.

That's a very hard situation to overcome.

Even if you argue she's needed to look after your parents - they can clearly cope without her or she wouldn't be able to come to the UK for a holiday! So it doesn't seem they 'need' her - more 'she's useful' - and that doesn't make it a compelling reason for her to return in the absence of all the other facts.

I think you might be on to a loser here unless there are also children there?

Agree with the previous post. There is very little likelihood of a sucesful visit visa application based on the information provided.

There is no real incentive for your sister to return other than to help your parents., which as the previous post sets out your parents can survive without her while she would be on holiday.

You mention the fact that you support your sister financially then that will finish off the application even more so.

You have nothing to lose but the application fee in trying but if the outcome is a refusal it will stand against her for any future application.

If your sister was to become employed or have property in her name that would resolve the majority of the issues.
It is not about being fair, it is about the rules in place and the unfortunate number of past abuses that determine the likelihood of a person returning to their own country given their circumstances. It is not a direct attack on you or your sister, it just reflects previous problems from that country as a whole. Your sister is in a risk group and despite your genuine intent it is reasonable to believe in HO speak that on the balance of probability there is a risk she would not return.
I hope you find a solution and. I understand your frustration.
