My mum applied for family visitors visa from the USA , which is refused by the uk embassy because in 2011 she overstayed her visa by 1 month as we didn't know . The refusal letter says right if appeal limited to s84 of nationality act 2002, Can she appeal? No appeal form given?

S84 says human right basis, can I say that I'm British and not letting my mom coming to see me is against Han rights as u can't visit her because I have a new born baby

Not really I'm afraid.

Yes, put in that it breaches Article 8 ECHR. See Razgar [2004] 2 AC 368 for the five steps approach.
