need help about some terminology

Hello everyone I am new on this forum.
My partner has recently submitted Spousal application (Student dependant) last month.
I have been reading this forum for help, however, I don/t understand some terms like.

1) What is meant by escalation here? How and Why?
2) What is Initial checks & pre assessment ?
