No, you are not eligible for ILR. You have to be resident in the UK for 5 years before you can apply for ILR.

To come to the UK, you will need a spouse visa. See link below :

https://www.gov.uk/join-family-in-uk/overview

Your British spouse will need to be earning £18,600 per annum or have substantial savings (£62,500) for you to qualify. Depending on your nationality, you will also need English A1 test. Adequate accommodation will also be required.

Initial visa will be for 33 months, you will then need to apply for an extension for a further 2.5 years to make up 5 years residence and then apply for ILR. You will need to meet the financial and English requirements at each stage.

There is a NHS surcharge that you will have to pay upfront of £200 per year and the initial visa will be for 33 months so the total you need to pay is £600.

You've already been given good advice by CR001 in the above post. You're probably referring to the concession where if someone has been living overseas and married for more than 4 years, they could immediately qualify for ILE (permanent residence). This was withdrawn a few years ago.
