Applied for spouse visa and got discretionary leave...Help

Dear Moderator

M really confused. Can you please help me with the following.

I applied for my wife's visa in Nov 2015 using FLR (m) form. Myself and my wife were given discretionary leave in 2013 for 2.5 years after my ILR application (on work permit basis) was refused by HO. I got my ILR last year on basis of 10 years long residency.

To save some time for my wife's ILR, we applied for her spouse visa using FLR (M) form instead of applying for extension to her discretionary leave. Health surcharge we paid was for 2.5 years. £500 pounds.

Yesterday received her passport and BRP back but strangely HO has granted her 3 years (discretionary leave) visa instead of 2.5 years spouse visa. They have also stated that she didn't qualify for leave to remain but HO has given her discretionary leave, which I can't understand. we are married for five years. no problem with income threshold. own a house. our kids have got British passports.

Don't know whether HO has made a mistake. Should we contact HO?
