Any limit of putting new applications- appeal rights exhaust

Hi members !
Upper Tribunal has refused my tier 1 entrepreneur appeal to permission to UTT as an excluded decision with no right to appeal to COA.

My children aged 17, 15 & 12 will complete their 7 years on 2nd of March. So, I am running 1 month and 20 days short to apply for their 7 years concession category. I don't know how can I bridge this gap without being overstayer. If I go to CART judicial review, I become an overstayer.
Should I apply now( availing 28 days period) on 7 years route with 24 days gap?
Or must I apply after 7 years completion to avoid a defeat again in the courts?
What other options do I have?
Please Guide.

7 years concession isn't so simple anymore - you have to prove it's unreasonable for the children to return as well.
