Wife settlement visa for the UK

I am a British passport holder and I wish to move back to London with my Iranian wife of 4 years back to the UK. We have just had an application refused because my rental income is 18,000 not 18,500. Instead I have 62,500 in place to do the application again in 6 months time. I noticed on one of the other blogs here that the money cannot be in a fixed account but be liquid. My money IS in my savings account but I have access to it any time. In other words I can use that money as if it is in a current account. Will UK Immigration count this money or will they reject it because it is in a savings account?
I just get the feeling that they want any excuse to reject applications.

Any account with instant access will be accepted. Just for clarity, the minimum annual income level is £18,600.
(Casa, not CR001)

Thanks Casa. This has been very distressing. I am amazed that they haven't let us in. Up until the time I left for Dubai as an expat I had been paying paying taxes into the inland revenue for at least 18 years as a UK citizen. I own two London properties outright with no mortgage on either properties (total value 1.4 Million) They really should review this system it is completely illogical.
