English language test in speaking and listening at level A1

Hi

I want to apply for FLR (FP) application and for that, one of the requirement is to pass English Test, As currently i am illegal in this country and have no passport, what other possibility to do English language test in speaking and listening at level A1
as they required photo id and i only have My Pakistani National ID which is issued from pakistani embassy in london but they dont accept that.. so what other way i can go for english test.. or shud i apply without it.
