FLR(M) or SET(O)

Hi All,

I am confused on which visa should I apply for my wife, details below.
I made initial application to my wife in Aug 2012 as Tier 1 Hsmp dependent. I got my ILR in May 2013 and I have extended my wife visa using FLR(M) in Oct 2013 @Croydon. During that time, home office gave us a letter saying that “In Order to qualify for settlement you must have completed a period of 2 years in the UK as the spouse”. And all the information about English tests (Life in UK) and details about SET(M) application. Its time for renewal my wife visa and to my knowledge she will fall under 5 years span as initial application made after April 2012. But according to the document, she is already eligible for settlement. Can anyone please suggest me, which visa she has to apply for?
