Can CCJs be a reason for refusal of spousal visa

I hope someone could clarify if CCJs could cause my wife's visa who I am sponsoring?

I meet financial requirements with a salary of 22K from my main employment and 6K from part-time NHS employment, but I have 2 court orders (CCJs are not recorded on credit file) with a monthly payment of totaling £65 a month. Even though it is only a small amount, but could this be seen as negatively by ECO as someone with previous financial difficulties and make this a reason to refuse the visa?
