British Citizen's Spouse Wants To Travel With Him

Hello everyone. I have a friend who is a British Citizen. He is married to a Turkish lady who holds a German indefinite leave to remain visa. They live in Germany. They want to come to England for a few days. Does she need to apply for a visa as she doesn't have a German passport yet, she has a Turkish passport. Can she come to England with her husband without a visa?

turkey is not a part of the EU, therefore she will need to apply for a visa to come to the UK regardless of her german and husbands status.
