Spouse Visa Sponsor outside of UK

Can you guide me please? I'm currently outside of UK and want to apply for settlement visa for my husband. We are both in Pakistan at the moment although I'm British. I travel back and forth frequently. I know there is a fee difference for applications made in the UK so is it a wide decision to go there to submit his application? And then he can submit whatever he needs to in Pakistan?

2. How do you propose to meet the financial requirement?

3. The fee for a spouse visa from abroad is £1523 and the IHS is £1716. He can only apply from abroad. There is no option to apply for the visa within the UK while he is in Pakistan.
