UK Spouse Visa

Hey Guys.. A little help is needed with the documents for UK spouse visa

I'm about to process the application for my wife and I have the below documents

Carers allowance/universal credit & bank statement
Tenancy agreement (Step-Fathers name) - Council Tax Bill and Utility Bill
Letter from step-father
Spouse Letter
Whatsapp chats/call logs & Pictures
Wedding certificate
Housing Report


I have 2 issues.. 1: My step-father does not have any form of ID only an expired Passport and Driving license
2: Housing Association are refusing to issue a letter saying they don't need to due to a clause in out agreement

Right to take in lodgers - you have the right to take in lodgers (subject to no overcrowding) you do not need to get our permission for a lodger but we ask that you inform us is someone else will be living at the property.


If someone could tell me a solution for the NO ID and if the housing association is correct
