EEA Family Permit Apeal

hi
ive finally got a letter from the AIT with the date for the apeal hearing for my son who was refused a family permit from Pretoria twice last year, the ECO was requested to send the bundle of documents but didnt bother to do so i don't know wether its a good sign or not
