new visa application instead of appealing

can i apply for a fresh visa application instead of appealing , my visa was rejected on 25 sep 2009 because of lack of supporting documents.because appealing takes a long time.instead of waiting , can i apply within this appealing deadline., with a new application with all the supporting document including the one that i had not sent earlier. what are the rules.
