Husband settelment visa refusal!

I need some guidence if anyone can help!
My husband's settelment was refused 9months ago.We left it and didnt appeal and i moved out of uk to be with him in a third country where he had a job.unfortunately i hated it there it was a complete culture shock.i am back in uk and got a new job and want to do a fresh settelment case.
since i didnt appeal do i have to add all the previous documents and fight the refusal as well as adding new documents.
do i explain my circumstances in my stat letter?
