Applying for dependent visa again

Dear Experts,
I have got into this complex situation where my married partner is out of UK and now needs to apply for a visa to re-enter UK.

When he went to india before 1 year, had a valid dependent visa based on my HSMP. His visa has expired in india and I have got the citizenship in here. He lived/worked for more than 2 years in uk before leaving for india.

Am I right in understanding that :

1) He needs to re-apply as dependent (form- VAF4a) in India, instead of being able to apply for an ILR.

2) Fulfill the English requirement (his Bachelor's/Masters degree mentions english). Not sure if he needs a letter from college. Can anyone confirm?

3) If approved how long his visa will be and when will he be able to apply for ILR.

Any other suggestions for application routes welcome
