I suspect his parents have given formal notice so that they can go to the council and tell them they need a council house. I know this because I know someone who was living with her children at her parents house and the council would not give the lady a council house, because she had a roof over her head.
Without her being formally evicted, the council would not look at her case. There is a lack of available properties for social housing. Her parents would not evict her, so they all had to squeeze into cramped space.
If the council find a property for the OP, then someone else will go without, so they need to prioritise, but I expect his wife being pregnant will put them up the list, assuming the parents are serious about kicking them out, and not just doing the letter to help get the house.
But if you are unable to afford to rent, you have no savings and you have debts, regardless of whether you have used public funds, will you even qualify when it comes to the spouse visa in 2 years time? From what you have said, I think you must try to get another job and try to save money for your visa fees etc.
But as said before, it seems that the best thing is to try to get your parents to let you stay until you sort yourself out financially, that would make life easier for you.
