ILR/dependent turning 18/University fees/loan

My son who will be 18 in July 2014 came with us to the UK in Sept 2010 as a dependent when he was 14. As he has to submit UKAS forms for University admissions etc, can you please let me know what his status will be, he is currently studying in College full time A levels, can he apply for sudent loan and UK university fees of £9000. His University term will will start from Aug/Sept 2015. Our category is Tier 2 General and can apply for ILR in Sept 2015. We got a 3 year extension leave to remain in June 2013 till Aug 2016. Please advise at the earliest.

Pretty sure for both you need to be free of immigration control, so I reckon a No and a No...
