Tier 1 General but long absence

Dear All

my friend is from Pakistan.He is on Tier 1 General visa.After completing 2 years on Tier 1 General he was successfully granted Tier 1 General for 3 years.But he left back to Pakistan after getting his extension.
He came back now and looking to apply for further leave to remain end of 2014.He will manage points for income and other attributes .
1- Does he needs to apply again Tier 1 General as due to long absence he is not eligible for ILR ??
2- If he i granted 3 years further leave to remain a Tier 1 General will he be eligible for ILR after 3 years ?
3- Will he be eligible to amalgamate first 2 years on Tier 1 and then 3 years if he is granted in 2014
