Can Non-EEA spouse get British-PR while not living in EEA?

If non-EEA national spouse is living into the non-EEA country and married with a British citizenship holder. Can the non-EEA national spouse get British Permanent Residency after some specific period of time? Any possibility?

No. However, if the non-EEA spouse was a Commonweath woman married to a British husband prior to 1983, then she may have ROA (6(a)).

She got married with me this year (2014) and she is 25 years old.

Does the spouse need to live continuous 5 years inside the UK, or after some period of time she can start living outside the UK and her PR will not be affected?
