ILR eligibility for Tier 1 General

Hi,

I am due to apply for ILR in March 2015.

My initial Tier 1 general was granted on 20th April 2010 to 20April 2013
And second extension from 20April2013 to 12April2015 (This is the date I went in to interview and they have given visa from 12th april instead of 20th as my current visa is still valid till 20th, when I asked to my friends they have advised this will not be a problem as the ILR can apply before 28 days of expiry)

Do my ILR application still qualifies for 5 year completion?
Which date should I need to apply? Can i apply in March first or second week 15th March?

Yes your friend is right you can apply 28 days before to complete your 5 years.
As you was granted 1st visa on 20th April 2010 so you are completing 5 years as on 20th April 2015
So the earliest you can apply ILR 28 days before to 20th April 2015.
Your eligibility date start from 23 March to onward.
