28 days counting for ilr long residence

I need clarification from all expert gurus I am going to apply my ilr on 10 years lawfull residence but I am bit confused regarding the counting date of 28 days, either it would start form the date of visa issue or from the date of travel although I traveled after 15 days of my visa issued. I heared we can apply 28 days before from the date of visa issue if we travel within 90 days.

I am gurus, but recently applied. you need to count from the date you entered into the UK.

This is ONLY applicable to ILR applicants applying based on 5 years residence.
