There is no such visa. EEA/EU route applications are residence permits and are NOT visas.

What was the persons visa status in the UK marriage in 2012?

Basically his status was spouse visa, i know its a bit complicated but this is the fact he came here in spouse visa but he end with the 1st wife, then he married the Irish wife.

Thanks again CR001

You will need to provide a bit more information. Might be better for your friend to register and post.

When did he come on a spouse visa initially?

When did marriage break down with first spouse?

When did relationship start with Irish wife?

When did his spouse visa expire?

Spouse visa only covered wife #1

A spouse visa cannot be transferred willy nilly from one wife to next wife. So it should have become invalidated on first relationship breakdown/divorce.

So hubby had no spouse visa applicable to 2nd wife in 2012.

Is second wife just Irish (no other nationality?)
Is Irish wife a settled/qualified person - and was she in 2012?

Where was hubby in 2013 when enforcement officers failed to find him (which country)?

UK and Eire share immigration intelligence due to CTA etc,
If couple cannot show they are a valid couple in UK (and/or sponsor has not been exercising treaty rights in UK) then going to Eire is not going to fly very well.
All that is gold does not glitter; Not all those who wander are lost. E&OE.
