ILR Qualifying period (28 days before Visa issue date?)

Hello

I initially got Tier 2 General visa on 21st March 2012 and entered UK on 18th April 2012.

Can I apply for ILR 28 days BEFORE 21st March 2017?

(Or)... will the 28 days be counted BEFORE 18th April 2017?
