Re-entering England

Hello there guys. Need your advice.

My friend were homeless on Englands streets for a while and one day some policeman bring him a paper which said he has 28 or 30 days to leave the country voluntarly or he will be deported. He found a bus, paid for it and went back to Latvia.

After some months he tried to go to England again for a work and they stopped him at the airport in England and deported. Gave him 1 year ban.

So next month his ban ends and he is curious if there is some paperwork he needs to provide at the airport (some employment confirmation or something or place to live) as before he was homeless?

Is he a Latvian citizen or a Latvian non-citizen? Does he have any other nationality/ies?

He's Latvian citizen and have only Latvian nationality.
