NHS Surcharge payment

Please can any one here help? I applied for settlement visa for my children and the application went through appeal i we won. The children deposited their passport for visa issue and i was asked to pay nhs surcharge before visas will be issue. I wrote requesting why they need to pay nhs surcharge when they qualify for definite leave to enter/remain visa. I got no reply just an automated response. I was given a dateline to made the payment see quote (Please note that if the full payment is not made by 22nd December 2017 then your application will be refused. If this is the only reason for refusing your application, you will have to make a new visa application and your visa fees will not be refunded). Since i did not get i respond i attempted to make the payment today but got this Spammy Spammer from the system (You've missed the top up payment deadline of 22/12/2017. UK Visas and Immigration (UKVI) will contact you with the decision on your visa application).
Today is 22/12/17,i don't understand why they say i have missed the deadline. What should i do now?

What exactly have you applied for?

Which country did they apply?

What is the status of the children's other parent?

What is your immigration status in the UK?

They applied for settlement from Cameroon and I am their mother a British.

The children were all born in Cameroon. They applied for settlement to come join me their mother who is a british citizen. My worry is the issue with paying the NHS Surcharge and the link not letting me to do the payment and also indicating that I have missed the deadline of 22nd December while I was trying to pay on the 21 and 22.

Was she British prior to her children being born?

I had the children before becoming a British citizen.

Hi, I'm just applying for settlement for my wife to join me. We've got to a point where it's asking for HIS reference. I haven't got IHS reference? Do I pay for that on a separate website, get a reference number before I could continue on the application website?
