I am a UK Indefinite Leave to remain holder and am applying for a job that requires free travel to europe/eu to be eligible.

Is there any work permit that I can get independent of the employer (like tier 1 in uk) for the entire europe?

Also, please let me know if there is any permits associated with employers. I can negotiate to the company about this.

As you got ILR in March 2017, why not apply for citizenship??

There is no 'UK visa' that covers the whole of Europe or one EU visa that covers the whole of Europe to allow you to work.

I was asked in the interview whether I wll be willing to pay to the fee for the work pass. What I did not understand was whether it is to be applied by the company itself or I go get it (a permit to do IT consultant work) myself.

is UK citizenship the only option to work in entire Europe?

Any EU citizenship allows you to work anywhere in the EU + EEA.

However depending on the activities you will be performing as part of your work, you may not need that. You can get a Schengen visa for business which would allow you to travel and undertake certain business activities.
