Home Office damaged Registration Certificate

Hi,

My mum got her registration certificate last month and this was kept immaculately prior to sending off the documents when applying for her full British passport. The passport came yesterday and then the documents came back today. However, after opening the top flap of the envelope and taking out the documents, she saw that the registration certificate was not in its plastic cover, and that on one side, there has been a slight stripe cut off in the middle (as if you would free-hand cut wrapping paper with a scissor, so possibly using a scissor to open the envelope we sent to them). So the registration certificate is slightly uneven on one side compared to the other.

What can I do as this is how it has been recieved from the Passport Office?

Would greatly appreciate any advice.
