Home Office falsely claiming spousal visa application isn't valid due to non-payment

Hello,

I am an American applying for the UK Spousal Visa (extending from a Tier 4 Student Visa) through marriage to a British National (from inside the UK). We paid for the super-priority service; this was 3 weeks ago. Today I received this e-mail:

Dear Mrs xxx
Unfortunately, your application is currently not valid. This is because our records show that the IHS fee of £1,000 is yet to be paid. As you’ve opted for the Super Priority service, please pay this as a matter of urgency as it is required before I can assess your application. Please reply to this email with the IHS reference number once paid.

I have of course paid; I couldn't have even gotten the bio-metric appointment without doing so. I've sent proof of payment, a bank statement, and the IHS number. I'm not confident I will receive a response. Has anybody dealt with this before??
