Settled Status and British Citizenship for EU national

Hello
I am unsure whether to post these two questions in the EEA or ILR forum.

I am applying for both Settled Status and then British citizenship. I previously received a liability from a magistrate court, I am not sure whether it is a criminal record. Where should I mention this or should I state that I did not have any criminal offence?

I am using the online test form to apply for settled status, as part of the residency requirement of the application for British citizenship. I have documentation to prove continuous residency for the 5 years period 2013-2017. Would 2017 be the date I am granted indefinite leave to remain (to include in the citizenship application form), or would it be the day my status application is accepted (2019), in which case would I still need to wait another 12 months before applying for citizenship although I have already lived more than the required 6 years in the UK; and if so should I use the Permanent Residency card application instead?

if you apply for the settled status scheme, the date of ILR is the date it is granted, it is not 'backdated' like PR could be.

You then have to hold settled status for the full 12 months before you can apply for citizenship, unless you are married to a British citizen.

Was the liability order for non payment of council tax??

If I understand correctly Settled Status is not the best way to apply for Citizenship as it implies waiting for another 12 months.
Yes the liability was due to late payment of council tax. I am unsure whether to mention it or not and if so in which section (criminal, caution etc...)?

Up to you if you want to apply using the settlement scheme or the PR route then.

If it has been paid, then no need to mention it.

I paid the taxes eventually, but late as I was travelling and could not appear to court, and so after the order was issued. Is this considered a civil judgement or not an offense at all? I am worried not declaring it would risk to be percieved as deception in my application.

With regards to questions on the Permanent Residence or Settled Status, should I post them on the EEA or the ILR forum thread?
