The link I posted clearly says only the
FIRST child passport requires a countersignatory
Thank you zimba and yes it's not the first passport for his child it's the second one and he is 13 years old when he applied for renewal the passport office refused his application and this was their answer

Thank you for your recent passport application. Unfortunately, we need a new countersignatory to
complete section 10 of your form, because:
- the person who signed section 10 does not meet the criteria to provide a countersignature.
You must complete the enclosed form in full and return it to us. All passport applications become
our official records, when filling out section 3, you can leave the passport number blank if you can't
remember it
Section 10 must be filled in by someone who meets the required criteria.
The countersignatory must:
- be a professional or retired professional for example, bank or building society officials, civil
servants, police officers, ministers of religion or a person with professional qualifications such as
teachers, accountants, engineers, or solicitors.
- know the applicant personally for at least 2 years or if the application is for a child they must
know the adult making the application. (They must be able to recognise the person named on the
application form at section 2 from their photo.
The countersignatory must not:
- be related by birth or marriage
- be in a personal relationship with applicant
- live at the same address
- be employed by HM Passport Office
- only know you in a professional capacity, for example as a patient, client or customer.))
